Start bar: it seems to be not possible to switch the Start bar On/Off from outside the Customize toolbars dialog - perhaps a bug; with `Focus page` it`s at least possible to deactivate the Start bar for the current tab and with `Set alignment,"Progress toolbar",0` you can deactivate them, but activate...nope - also `Set preference` fails
Note: for the `Start bar` and the `Content Block Toolbar` the parameters 1 to 4 changes the BUTTONS placement inside the toolbar.
